About Stephen:

Stephen is a Partner within our Real Estate Team, specialising in all aspects of planning law.

Stephen advises across the full range of planning issues including planning agreements, environmental impact assessment, biodiversity net gain, highways, compulsory purchase, CIL, planning enforcement matters and permitted development rights. He acts for a wide range of clients, including commercial developers, national house-builders, care home providers, banks, local authorities, education institutions and landowners.

Stephen has particular expertise advising on the promotion of large-scale renewable energy projects, notably onshore wind, solar farms, battery storage and hydrogen.

He has been recognised for his technical expertise and commercial, pragmatic advice in legal directories such as Legal 500.

Prior to joining RWK Goodman in September 2024, Stephen spent five years working at international law firm, Eversheds Sutherland, within the planning and infrastructure consenting team. Prior to this, Stephen trained and qualified at national law firm, Ashfords LLP.

Stephen's experience includes:

  • Acting on a number of solar farm applications, including acting as advocate in connection with a circa 70MW solar farm (granted consent in April 2024);
  • Acting on a number of (successfully consented) onshore wind applications, including reviewing and advising on Environmental Statements, planning conditions, section 106 agreements and associated common land applications;
  • Acting for a local planning authority on a section 106 agreement required for a mixed-use scheme comprising circa 400 residential units. The agreement included affordable housing, early and late-stage viability reviews, public realm works and a number of financial contributions;
  • Acting for a local planning authority on a section 106 agreement required for a mixed-use scheme comprising circa 400 residential units. The agreement included affordable housing, early and late-stage viability reviews, public realm works and a number of financial contributions;
  • Acting for a national house builder on a section 106 agreement securing nutrient neutrality credits in connection with a circa 350-unit residential scheme.
